It doesn’t seem to be a joke. The speaker agrees with Eco that Liam is not a real poet, while Gallagher is. He’s basically quoting his source, as you would do if you were writing a paper. If Pete were writing this, he would say, “Umberto Eco believes that ‘Noel Gallagher is a poet and Liam’s a town crier.’ I subscribe to this view.”
